Morning, when the bay is flattest and clearest
Admiralty Bay is a working anchorage rather than a reef, but the rocky edges at both ends of Princess Margaret Beach and along the headland below Lower Bay hold enough coral, sea fans and reef fish to be worth an hour with a mask. The water is calm and shallow close in, which makes it a forgiving place for beginners and children, and you can swim out straight from the sand with no boat needed. Dive shops on the Port Elizabeth waterfront rent masks and fins for around EC$40 and will point you at the current best spot before you set off.
