Santa Cruz is a docked port; the CICAR car-hire desk is inside the ferry terminal a few minutes from the ship, so a hire car (~€45/day + fuel, split across your group) is the only sensible way to link these hilltop stops. Las Nieves is a 10-minute drive above town and the Mirador de la Concepción a short detour; the Caldera visitor centre at El Paso is ~40 minutes via the LP-3 tunnel, and the 7 km road up to the La Cumbrecita lookout has a morning access cap that needs a free parking reservation. Everything else is free public viewpoints.
