Cruise ships berth at the multipurpose pier of the Porto do Mucuripe and disembark into the Terminal Marítimo de Passageiros, a purpose-built 2014 building with air conditioning, cafés, shops and toilets. Beyond the terminal you are inside an active container, oil and bulk port, so you take the ship's shuttle or a taxi to the port gate rather than walking out. From the gate everything is cheap and quick: Beira Mar is 15 minutes, the Mercado Central and the old fort 20, Praia do Futuro 20, and Cumbuco's dunes about an hour. Uber works well and usually beats the rank taxis. Bring reais in small notes, keep your phone out of sight on the street, and stick to the beachfront and the centre's main blocks rather than the quiet streets inland.

From the cruise terminal to the city centre
Most lines run a free bus from the ship to the port gate, because walking through the working port is not allowed. Some ships extend it to the Mercado Central or Beira Mar - check the daily programme, as it is not guaranteed.

Fortaleza taxis are metered and genuinely cheap - roughly R$25-35 to Beira Mar and R$35-45 to the Mercado Central. Insist on the meter, and check the driver has a card machine if you are not carrying reais.
📍 Official rank at the port gate, about 200 m beyond the terminal
Uber and 99 both work well in Fortaleza and usually undercut the rank taxis. Drivers cannot enter the port, so walk or shuttle to the gate first and set the pickup there.

A private driver for the day is the least stressful way to combine the centre, Beira Mar and Cumbuco or Beach Park, and removes the return-timing risk on the longer runs.

The VLT Parangaba-Mucuripe light rail ends at Iate, not at the cruise terminal, and runs inland away from the beachfront. Interesting, cheap and clean, but it does not go anywhere a cruise passenger wants to be.

City buses pass the port and reach the centre and Praia do Futuro, but they are crowded, need a Bilhete Único card or exact cash, and are not worth the time or the risk on a short call.
