Port summary
Hualien needs more planning than any other Taiwanese cruise port, for two reasons. The first is the port itself. Ships tie up at Berth 23 in the outer harbour, and there is no town to walk into — Hualien city centre is about five kilometres away and the road out passes through a working cargo port. The only thing genuinely within reach on foot is Pine Garden, a 1943 Japanese naval command post on the bluff above the harbour, roughly fifteen minutes from the gangway. Everything else needs a taxi. The port authority adds two extra runs of city bus 308 into the port area on call days, and that is the entire shuttle provision, so do not plan around it. Fix your transport before you dock. The second reason is Taroko Gorge. The magnitude 7.2 earthquake of 3 April 2024 devastated the park, and as of August 2026 it has not recovered. The Taroko archway, the visitor centre and its flat terrace loop are open, and Tianxiang can be reached, but every famous gorge walk — Shakadang, Swallow Grotto, the Tunnel of Nine Turns, the Eternal Spring Shrine, Buluowan, Baiyang — is still closed, with published repair targets running to 2029 and 2031. The gorge road itself runs on convoy control with five release windows a day, two of which are five minutes long, and public buses stop at the visitor centre. A taxi to the archway and visitor centre is a safe and worthwhile three and a half hours. Attempting Tianxiang independently on a standard port day is not, because a missed exit window at 15:05 leaves you waiting until 17:00. The good news is that the rest of the coast is unaffected and genuinely excellent. The Qingshui Cliffs at Chongde, twenty-eight kilometres north, are open, free and the biggest scenery you will see all day. Qixingtan is a twenty-kilometre crescent of pale pebbles with the Central Mountain Range behind it, six kilometres from the ship. Whale and dolphin boats leave from the fishing harbour just north of the commercial port, with roughly a ninety per cent dolphin sighting rate on the operators' own figures. Bring cash: there is no ATM at the port, only a currency-exchange desk, and taxis, night-market stalls and small restaurants are all cash. Buy an EasyCard at any convenience store if you plan to use buses or the train.

Hualien's cruise berth and the one every recorded call has used. It is 272 m long with 12.0 m alongside depth, formally designated a passenger quay with international cruise ships given berthing priority. The port authority's stated maximum for the outer harbour is 171,500 GT, 316 m LOA and 8 m draft, set by an approved MSC Bellissima notification. It sits at the southern end of the port, about 500 m inside the main gate on Hai'an Road, which puts Pine Garden roughly fifteen minutes away on foot. Everything else needs a taxi.

The inner-harbour passenger quay, 185 m long with 7.2 m alongside depth and a 12,000 t limit, also designated for international cruise ships in the port authority's berth table. In practice it is used by domestic and small vessels and no recent cruise call has been recorded here — even the small expedition ships that have restarted Hualien traffic have gone to Berth 23. Listed for completeness; assume Berth 23 unless your daily programme says otherwise.

Draw NT$3,000 to NT$5,000 in cash before you leave the ship, because there is no cash machine at the port. Taiwan is a non-tipping country: restaurants above a certain level add a 10 per cent service charge and nothing further is expected, though private drivers and guides on organised tours will accept a gratuity.

There is no walkable route out of Hualien Port - the berth sits inside a working cargo terminal about 5 km from the city, and the only 'shuttle' on a call day is two extra runs of city bus 308 with unpublished times. The realistic DIY equivalent is a pre-booked 8-hour charter car from the port main gate on Hai'an Road at NT$3,500-5,000 (EUR 97-139) for the whole vehicle, which is roughly EUR 25-35 per person in a group of four; KKday product 2127 lists Hualien Port as a pickup point. Inside the gorge you are locked to the Highway 8 convoy windows (06:30-08:00, 10:00-10:05, 12:00-13:00, 15:00-15:05, 17:00-18:00, closed 18:30-06:30 as of the August 2026 order), so a Tianxiang leg has to be timed around the 12:00-13:00 entry and the 15:00-15:05 exit; entries elsewhere are trivial (Pine Garden NT$60, temples free).

Pine Garden is the only attraction you can reach on foot from the berth - about 15 minutes out of the port main gate on Hai'an Road - and everything else needs a taxi. The 2026 Hualien meter is NT$100 flagfall including the first 1.25 km then NT$5 per 250 m (+20% between 23:00 and 06:00), which works out at roughly NT$150-250 into the city centre and about NT$255 out to Ji'an for Qingxiu Yuan; costs below assume two people sharing. Pine Garden is NT$60 adult / NT$50 concession, 09:00-18:00 with last entry 17:30 and closed on the second (county culture bureau also lists the fourth) Tuesday of the month; Gangtian Temple is free and Qingxiu Yuan is about NT$30. The Alefis indigenous performance is a chartered set-piece the lines commission and has no walk-up equivalent - substitute the A-Zone cultural park instead.
