La Goulette is a docked port. Walk ~10 minutes from the terminal to the TGM light-rail station, which threads the whole route: it stops at the Carthage stations, at Sidi Bou Said and at Tunis Marine for the medina, all for about 1 DT (~€0.30) a ride. Buy cash tickets at each window and keep them for the exit. The Carthage multi-site ticket is ~12 DT (~€4); the medina and Sidi Bou Said are free to wander. Do it Carthage-first, then Sidi Bou Said, then the medina on the way back.
