From Praia da Vitória dock, take a taxi to Angra do Heroísmo (€25–€35 one way, 25–30 min) or the EVT local bus (~€3.50, but only hourly and ~40 min). The entire historic centre is walkable and mostly free — the cathedral, Palácio exterior, harbour, and colourful streets cost nothing. A guided walking tour with lunch runs ~€48–€53 via Viator if you want structure. The Duque de Bragança Market is a good lunch stop.
