Tauranga is a docked port at Salisbury Wharf, Mount Maunganui — walk straight off. Hobbiton (The Shire's Rest, 501 Buckland Road) is ~75 km / 80 min drive south and there is no useful public transport to it, so DIY means a pre-booked hire car collected near the port (Mount Maunganui depots, ~NZD 90/€50 a day plus fuel). The Signature Tour is NZD 130/€72pp and must be pre-booked for a fixed departure slot; the set itself has no separate entry fee.
